What will happen to the electric bike market after the proposal to remove the tax benefit?

The employee bicycle benefit introduced in 2021 has been an opportunity for many Finns to swap their car for an electric bicycle. On May 3, 2025, there were major changes in the electric bicycle market when the government proposed that the bicycle benefit be removed from deductible benefits from the beginning of 2026.
What has this done to the electric bike market?
The prices of electric bikes have dropped significantly. The key thing to understand here is that the government's proposal was published just in time for the peak bicycle season, when bike shops had stocks full of bikes, expecting that most of the 2025 sales would be made during the spring and summer.
How can consumers benefit from this situation?
Feel free to ask for a quote from several places for the electric bike you are interested in. There is currently a very strong buyer's market, so you can even benefit more by buying a bike at a suitable discount than when there was no information about the government's proposal yet!
But remember! Nothing has changed yet – you can take advantage of the bicycle benefit until the end of 2025.
Although the government's proposal has been published, the law has not yet entered into force. The final decision will be made in the fall of 2025 during parliamentary deliberations, but the political will is already clear. However, there is a transition period until the end of 2025.
👉 This means that until the end of 2025, you can still purchase an electric bike through your employer tax-free - and get significant savings on monthly costs.
If you take out a company bike during 2025, the tax benefit will remain for the rest of the year. However, the benefit can no longer be used in 2026, even if the agreement was made earlier. The tax change applies to all company bike users, regardless of when the agreement was made.
