Electric Bicycle and Insurance â What Does the Law Require and What Should You Get?
Does an electric bike need insurance?
This is one of the most common questions for electric bike buyers. The answer depends on the technical specifications and classification of the bike. In Finland, electric bikes are divided into several categories, and the insurance obligation is determined based on these categories.
A regular electric bike, whose motor only assists when pedaling, and whose assistance cuts off at a speed of 25 km/h and whose power is a maximum of 250 W, does not require motor insurance. It is equated with a regular bicycle.
Most electric bikes sold do not require motor insurance. However, it is advisable to carefully check the technical specifications of the bike before making a purchase decision, and electric bike sellers are also happy to help.
If an electric bike can move with the help of a motor without pedaling, or its technical characteristics exceed the limits of an electrically assisted bicycle, an insurance obligation may come into effect. Faster and more powerful models may be classified as mopeds, in which case registration, a driving license, and motor insurance are also mandatory.
Electric Bike Motor Insurance Act in Finland
The Finnish Motor Insurance Act was reformed in 2024, and the insurance of electric mobility devices was clarified.
The need for motor insurance is now determined by the device's technical characteristics, such as speed, power, and weight. However, for possible damages and thefts, voluntary insurance can be purchased for an electric bike from an insurance company, and most often it is also included in home insurance.
It is also important to note that unauthorized tuning of an electric bike can change its vehicle category. If the motor assistance is raised above the permitted limits, the bike may become a moped or other insurable vehicle from a legal perspective. Driving without the required insurance can lead to liability for damages in accident situations.
Electric bikes that do not require motor insurance
Motor insurance is not required for electrically assisted bicycles that meet the conditions of the Vehicle Act. These include bikes where the motor only assists when pedaling, the assistance works up to a maximum speed of 25 km/h, and the motor power is a maximum of 250 W. The exception is so-called starting assistance, which may operate without pedaling up to a maximum speed of 6 km/h. In these bikes, weight is not relevant.
Insurance is also not required for electric bikes where the motor stops assisting at speeds over 25 km/h and whose total weight is a maximum of 25 kilograms. In these models, the motor power is not a decisive factor.
Other electric bikes are generally subject to motor insurance.

Electric bike insurance and why it's worth it
Even if the law does not require motor insurance, home insurance usually includes insurance coverage for electric bikes as well. If the electric bike is subject to motor insurance, voluntary electric bike insurance can be purchased separately.
Insurance is useful because electric bikes are valuable, and their prices are usually many thousands of euros. In addition, they are common targets for theft.
In home insurance, an electric bike is covered by contents insurance, but the compensation limits are not always sufficient for valuable electric bikes. In this case, some insurance companies offer valuable item insurance.
Home insurance can cover damages caused by, for example, fire, theft, and vandalism. However, breakages that occur during normal use are generally not covered by home insurance.
It is worth checking the terms of your home insurance carefully and ensuring that in the event of a possible theft or damage, the insurance covers damages related to the electric bike.

Frequently asked questions
When is insurance needed for an electric bike?
The insurance obligation for an electric bike is determined by the device's technical characteristics, such as top speed and motor power. More powerful models are generally covered by motor insurance, and voluntary comprehensive insurance can be taken out alongside them for additional security. For ordinary electrically assisted bikes with a maximum power of 250 W, insurance coverage is often included in the contents of home insurance.
Does home insurance cover electric bikes?
Mostly in part. Home insurance typically includes bike coverage, but its compensation limit may be too low for a valuable electric bike. It is advisable to carefully check the terms of your own insurance.
Does an electric bike need to be registered?
An electrically assisted bicycle is generally not registered if its power is a maximum of 1 kW and assistance works up to a speed of 25 km/h. If, on the other hand, an electric bike travels over 25 km/h with the help of a motor or its construction corresponds to the requirements of the moped class, it must be registered as a moped and separate traffic rules apply to its use.

The Motor Insurers' Centre can collect an uninsurance fee retroactively. In addition, in accident situations, the driver may be personally liable for compensation.
How much does voluntary electric bike insurance cost?
The price of insurance depends on the bike's value, intended use, and chosen coverages. Comprehensive insurance can cost approximately 80 euros to several hundred euros per year.
Always check the classification of the electric bike and the valid insurance terms before making an insurance decision. In unclear situations, it is advisable to contact an insurance company or Traficom.

An electrically assisted bicycle, whose assistance is limited to a speed of 25 km/h, is generally ridden on bike paths and the same routes as ordinary bicycles. In traffic, the rules for cyclists apply. Faster or motor-equipped models that exceed these limits are classified separately, and their usage rights are determined by their vehicle category.
